Supervisory Committee

The Supervisory Committee is an oversight audit committee appointed by our Rogue Credit Union™ Board of Directors. During the year, the Supervisory Committee holds regular meetings with our Rogue Credit Union™ Internal Auditors. The five members of the Supervisory Committee are responsible for reviewing Rogue's annual audit, upon completion from the Federal Examiners. The audited and consolidated financial statements are available on the Annual Reports page of our site.

Carrie Zippi

Supervisory Chair

Rogue Experience – Carrie has been a member of the credit union since 1989 and was appointed to the Supervisory Committee in 2018. In 2020, she was appointed to serve as the Chair.

Background – Carrie is the Managing Partner of a local public accounting firm, Ashland Partners & Company LLP, a specialty CPA firm providing assurance services to investment advisors. Carrie is a Certified Public Accountant (CPA) and Certified Information Technology Professional (CITP). She earned her Bachelor of Science in Business Administration (Public Accounting) and her master's in business administration (MBA) from Southern Oregon University. She also holds certificates in Applied Finance and Economics and Accounting Information Systems from Southern Oregon University and the Advanced SOC for Service Organizations and SOC for Cybersecurity Certificates issues by the American Institute of CPAs (AICPA).

Key Roles and Accomplishments – Carrie is a member of the Oregon Society of Certified Public Accountants (OSCPA), the AICPA, and the CFA Institute. Carrie's community involvement includes serving as the GIPS® Verification Subcommittee Member (2023-present), Supervisory Committee Chair for Rogue Credit Union (2018-present), Treasurer of the Board for Southern Oregon Humane Society (2016-2021), and Council Chair of the OSCPA Southern Oregon Chapter (2018).

Sara Frank

Secretary

Rogue Experience – Sara has been a member of the credit union since 2004 and was appointed to the Supervisory Committee in 2020. Sara was also a student teller for the Grizzly Branch at Ashland High School in 1996/97 and a Teller at the Ashland Branch during the summer of 1997.

Background – Sara is a CPA and a Senior Instructor of Accounting at Southern Oregon University (SOU) since 2013, she teaches at the undergraduate level and in the MBA program. Prior to SOU, Sara worked in public accounting in Medford at Moss Adams and with Don L. Pinkham, CPA, PC for a combined eight years.

Key Roles/Accomplishments – Sara holds a Bachelor of Science in Business with a Public Accounting Concentration from Southern Oregon University, a Master of Science in Taxation from Golden Gate University, and an Oregon Board of Accountancy - CPA license. Sara has served on the following boards/organizations: Women's Leadership Conference, SOU Youth Programs Advisory Board, Phoenix Talent Schools Bond Committee, and Phoenix Talent Schools Budget Committee. Sara is a member of the Oregon Society of CPAs and the American Institute of CPAs.

Joan McBee

Rogue Experience – Joan has been a member of the credit union since 2011 and was appointed to the Supervisory Committee in 2020.

Background – From 1997 - 2022, Joan taught at Southern Oregon University (SOU) in the School of Business. She taught courses in Marketing, Management, GIS in Business, and Business Policy and Strategy. Since retiring, she has continued to teach online courses part-time. Before teaching, she worked in real estate finance and investing.

Key Roles and Accomplishments – Joan holds a Bachelor's, Master's, and Doctorate in Business Administration. She has served as the Director of the SOU and Rogue Community College Higher Education Center, Chair of the School of Business, Interim Dean, Division Director, and Program Coordinator for several programs. She developed the first Bachelor of Applied Science degree program in the state of Oregon. Joan currently serves on the board of the Ashland Rotary Foundation and Asante.

Randy Sparacino

Rogue Experience – Randy has been a member of the credit union since 2016 and was appointed to the Supervisory Committee in 2021.

Background – Randy is the current Mayor of the City of Medford. Prior to his service as Mayor, Randy served the Medford Police Department for nearly 30 years until his retirement as Chief of Police in 2019.

Key Roles and Accomplishments – Randy has served in multiple state, regional, and local boards and committees, including the Oregon Association of Chiefs of Police Board of Directors, the Emergency Communication of Southern Oregon Intergovernmental Council, the City of Central Point Budget Committee, the Rogue Community College Board of Education, the Jackson County Airport Advisory Committee, and the Goodwill Board of Directors.

Heather Scott

Board Representative

Rogue Experience – Heather has been a member of the Credit Union since 1988. She was appointed to the Supervisory Committee in 2016 and elected to the Board in 2018. She currently serves as the Board Secretary and is on other various Board committees.

Background – Heather, a certified CPA, serves as the Finance Manager for Jackson County Library Services. Her previous roles include the CFO at Blackstone Publishing in Ashland and nine years in public accounting in both Portland and Medford.

Key Roles/Accomplishments – Heather is a former Board member and Audit Committee Chair in the Oregon Shakespeare Festival. She is a member of the Oregon Society of Certified Public Accountants and the American Institute of Certified Public Accountants. She also holds the CGMA designation.
